Office Modernisation Programme
The States of Jersey occupies multiple offices across Jersey, the majority of which are located in St Helier. Overall, the office portfolio is tired, underutilised and inefficient when compared to modern occupation standards. Coupled with evidence that the estate does not support the effective delivery of the States services the client took the decision to progress the development of a comprehensive strategy to modernise their office estate.
In 2014 we were commissioned to develop their portfolio strategy: The Office
Modernisation Programme. Initially we were engaged to develop the programme execution plan (PEP), communication strategy and Office Standards toolkit before embarking upon the development of a Statement of Business Needs followed by the future Target Operating Model and Strategic Business Case.
Our team embedded themselves within Jersey Property Holdings and the wider Public Sector Reform programme in order to finalise our assessment of the PEP and approach to Communication. We set about understanding the portfolio and importantly the future operational needs of all the service departments across this complex organisation. We analysed existing data, undertook site visits, held over 30 structured interviews with management teams and departmental focus groups. This formed the basis of the Statement of Business Needs which was approved by the Corporate Management Board.
This was followed by a detailed supply / demand analysis and option evaluation which we led across multiple scenarios to determine the right model for the States to pursue, both in terms of portfolio selection and occupation to achieve the right operational and financial outcome. This was translated into a Target Operating Model which provided a blueprint prior to the development of a Strategic Business Case.
The Strategic Business Case was developed in partnership with the States Treasury function. The Business Case, which sought significant investment, was approved by the Council of Ministers at the end of 2015. We continue to support the States with the delivery of the next stages of the programme which includes a detailed feasibility study for a 90k sqft building, site disposal strategies, inflight projects, communication and change management and finally an Outline Business Case, due for delivery in Autumn 2016
